Galveston Marine Response

Leroy Colombo, a celebrated Galvestonian lifeguard known for holding the Guinness World Record for most saves, once famously advocated for the motto "One Beach One Lifeguard," embodying the heroic spirit of his era. However, in today's context, the emphasis is on teamwork and collaboration in modern lifesaving and public safety efforts.

Many incidents along the beachfront necessitate coordinated responses involving multiple agencies working together to aid individuals, save lives, or manage risks effectively. These responses often involve the Galveston Fire Department, Galveston EMS, Jamaica Beach Fire and Rescue, and Galveston Police, among others. Over the years, these diverse groups have seamlessly collaborated to meet the growing demand for their services, greatly benefiting the public.

Following Hurricane Ike, then-Mayor Lyda Ann Thomas tasked Chief Peter Davis and Fire Chief Mike Wisko with developing a plan for future disaster responses. Through extensive collaboration with various individuals and agencies, the Galveston Marine Response (GMR) group was established, comprising the Galveston Fire Department, Galveston Police Marine Division, Galveston Island Beach Patrol, Jamaica Beach Fire Rescue, and Galveston EMS, all falling under the purview of Galveston Emergency Management.

The GMR operates under a unified structure, pooling resources and adhering to minimum standards and training requirements to effectively handle aquatic emergencies. From localized incidents to major disasters like hurricanes, the GMR is equipped to respond to a wide range of water-related emergencies, employing teams with specialized skills in water rescue, boat operations, medical response, security, and communications.

During major disasters, GMR teams can function autonomously in small groups, with members deployed according to their skill sets, whether in water or on land. They may operate independently for the duration of the event, even when their parent agencies have sought shelter. Once the operation concludes, team members return to their regular duties.

The creation of the GMR has significantly enhanced interagency coordination, fostering shared communication and a deeper understanding of each other's capabilities and limitations. Gratitude is extended to all individuals and agencies involved in the GMR for their invaluable contributions to public safety.
